When the most wretched of them was sent forth.

His word: إِذِ انْبَعَثَ أَشْقَاهَا ("When the most wretched of them rose up") (91:12). He says: when the most wretched of Thamūd raised himself up, and that is Qudār ibn Sālif.
As Yaʿqūb ibn Ibrāhīm related to me, saying: al-Ṭufāwī related to us, on the authority of Hishām, on the authority of his father, on the authority of ʿAbd Allāh ibn Zamʿa, who said: the Messenger of Allah ﷺ delivered a sermon and mentioned in his sermon the she-camel and the one who hamstrung her (ʿaqarahā), and he said: إِذِ انْبَعَثَ أَشْقَاهَا ("when the most wretched of them rose up") — there rose up against her a mighty, wicked man, inviolable within his clan, like Abū Zamʿa.
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His word: إِذِ انْبَعَثَ أَشْقَاهَا — he means: the reddish one of Thamūd (Uḥaymir Thamūd).
