ٱلَّذِينَ طَغَوْا۟ فِى ٱلْبِلَٰدِ

[All of] whom oppressed within the lands

    And His words: الَّذِينَ طَغَوْا فِي الْبِلادِ ("Those who committed tyranny in the lands") (89:11) — He, exalted is His praise, means by His words الذين ("those who"): ʿĀd and Thamūd and Pharaoh and his army. And He means by His words طَغَوْا ("they committed tyranny / exceeded all bounds"): they transgressed what their Lord had permitted them, and they rose up rebelliously against their Lord toward that which He had forbidden them, namely disbelief in Him. And His words: فِي الْبِلادِ ("in the lands"): the lands in which they were situated.

    وقوله: ( الَّذِينَ طَغَوْا فِي الْبِلادِ ) يعني بقوله جلّ ثناؤه ( الذين ) : عادًا وثمود وفرعون وجنده، ويعني بقوله ( طَغَوْا ) : تجاوزوا ما أباحه لهم ربهم، وعتوا على ربهم إلى ما حظره عليهم من الكفر به. وقوله: ( فِي الْبِلادِ ) : التي كانوا فيها.
