Working [hard] and exhausted.

His statement: عَامِلَةٌ ("toiling") means: toiling in the Fire (al-nār). And His statement: نَاصِبَةٌ ("weary") says: weary therein.
And in agreement with what we have said about this spoke the exegetes (ahl al-taʾwīl).

Muḥammad ibn Saʿd related to me, saying: my father related to me, saying: my uncle related to me, saying: my father related to me, on the authority of his father, on the authority of Ibn ʿAbbās: عَامِلَةٌ نَاصِبَةٌ ("toiling, weary") — it toils and is made weary by the Fire.
Yaʿqūb related to me, saying: Ibn ʿUlayya related to us, on the authority of Abū Rajāʾ, saying: I heard al-Ḥasan, he recited: عَامِلَةٌ نَاصِبَةٌ ("toiling, weary"), he said: it did not work for Allah in the worldly life, so He makes it toil in the Fire.
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda: عَامِلَةٌ نَاصِبَةٌ ("toiling, weary") — it showed itself in the worldly life too haughty for obedience to Allah, so He makes it toil and grow weary in the Fire.
Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning His statement: عَامِلَةٌ نَاصِبَةٌ ("toiling, weary"), he said: toiling, weary in the Fire.
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said, concerning His statement: عَامِلَةٌ نَاصِبَةٌ ("toiling, weary"), he said: none is more weary and more heavily burdened than the inhabitants of the Fire.
