Indeed, to Us is their return.

His statement: إِنَّ إِلَيْنَا إِيَابَهُمْ ("Verily, to Us is their return"). He says: verily, to Us is the return of whoever was an unbeliever (kāfir) and their coming back. ثُمَّ إِنَّ عَلَيْنَا حِسَابَهُمْ ("then verily, upon Us is their reckoning"). He says: then upon Allāh rests his reckoning, and He will requite him for the disobedience toward his Lord which he previously committed. Thereby He lets His Prophet Muḥammad ﷺ know that it is He who takes upon Himself his punishment and not the Prophet himself; that it is He who requites and punishes; and that it is for the Prophet to admonish and to convey the message.
And in accordance with what we have said concerning this, the people of interpretation (ahl al-taʾwīl) have spoken.

Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us; and al-Ḥārith related to me, saying: al-Ḥasan related to us, saying: Warqāʾ related to us, both on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning His statement: إِلا مَنْ تَوَلَّى وَكَفَرَ ("except whoever turns away and disbelieves"), he said: his reckoning rests with Allāh.
