To whom belongs the dominion of the heavens and the earth. And Allah, over all things, is Witness.

The statement concerning the interpretation of His word, exalted is He: الَّذِي لَهُ مُلْكُ السَّمَاوَاتِ وَالأَرْضِ وَاللَّهُ عَلَى كُلِّ شَيْءٍ شَهِيدٌ ("He to Whom belongs the dominion over the heavens and the earth; and Allah is, of all things, Witness") (9).
He, exalted is His mention, says: He to Whom belongs the dominion over the seven heavens and the earths, and what is in them. وَاللَّهُ عَلَى كُلِّ شَيْءٍ شَهِيدٌ ("and Allah is, of all things, Witness"). He, exalted is His mention, says: and Allah is witness to the deed of these unbelievers (kuffār) — the people of the trench (aṣḥāb al-ukhdūd) — against the believers whom they put to the test, and He is witness to the remainder of their deeds and the deeds of all His creation, and He will requite them their requital.
