But they who disbelieve are in [persistent] denial,

Explanation of the statement of the Exalted: بَلِ الَّذِينَ كَفَرُوا فِي تَكْذِيبٍ (But those who disbelieve are engaged in denial) (85:19).
The Exalted, whose remembrance is sublime, says: it is not the case with these people, who deny the threat of Allah, that no reports have reached them about the peoples before them who denied the messengers of Allah — such as Pharaoh and his people, and Thamūd and their like — and about the punishments that Allah caused to descend upon them on account of their denial of the messengers. Rather, they persist in their denial of the revelation of Allah and what He sent down, out of their own preference for their own desires, and out of their own following of the customs of their forefathers.
