His statement: فَعَّالٌ لِمَا يُرِيدُ ("He does whatever He wills"). He says: He is abundantly forgiving (ghaffār) toward the sins of whom He wills among His servants, when such a one repents of them and turns back from them; and He punishes whoever persists in them and abides by them. No preventer holds Him back from a deed that He wills to perform, and no obstacle stands between Him and that; for to Him belongs the dominion over the heavens and the earth, and He is the Almighty, the All-Wise.
