Tafseer of He frowned · Abasa · 80:23
No! Man has not yet accomplished what He commanded him.

And His word: Nay! He has not yet accomplished what He commanded him. Allah, exalted is His remembrance, says: Nay, it is not as this unbelieving (kāfir) man says, namely that he has fulfilled his duty toward Allah, with his person and with his wealth. He has not yet accomplished what He commanded him: he has not fulfilled what his Lord prescribed for him as obligations.
And in accordance with what we have said about this, the exegetes have spoken.

Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us; and al-Ḥārith related to me, saying: al-Ḥasan related to us, saying: Warqāʾ related to us — both on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning His word: He has not yet accomplished what He commanded him. He said: No one ever fulfills what is imposed upon him. And al-Ḥārith said: everything that is imposed upon him.
