So whoever wills may remember it.

(فَمَنْ شَاءَ ذَكَرَهُ) He says: whoever among the servants of Allah wills, remembers it. He says: they remember the sending down by Allah and His revelation. The pronoun in His saying "إنَّها" (truly, it) refers to the sūra, and in His saying "ذَكَرَهُ" (remembers it) it refers to the sending down and the revelation.
