Nor does he speak from [his own] inclination.

The explanation of His exalted word: وَمَا يَنْطِقُ عَنِ الْهَوَى ("Nor does he speak from his own desire" — (3)).
The Exalted, whose praise is mentioned, says: and Muḥammad does not utter this Qurʾān from his own desire. إِنْ هُوَ إِلا وَحْيٌ يُوحَى ("It is nothing but a revelation that is revealed"). He says: this Qurʾān is nothing but a revelation from Allah which He reveals to him.
In agreement with what we have said concerning this, the exegetes have expressed themselves.

Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning his word وَمَا يَنْطِقُ عَنِ الْهَوَى : that is to say: he does not speak from his own desire.
