So We brought out whoever was in the cities of the believers.

فَأَخْرَجْنَا مَنْ كَانَ فِيهَا مِنَ الْمُؤْمِنِينَ (Then We brought out whoever was therein of the believers (51:35)) — the Exalted, whose praise is mentioned, says: Then We brought out whoever was in the town of Sodom — the town of the people of Lot — from among the people who believed in Allah, and they were Lot and his two daughters. He referred to the town with His words "whoever was therein," even though no prior mention had been made of it.
