And His words تَبْصِرَةً ("as an insight") — He says: We have done that as an insight for you, O people, by which We make you perceive the power of your Lord to do what He wills — وَذِكْرَى لِكُلِّ عَبْدٍ مُنِيبٍ ("and as a reminder for every servant who turns to Allah"). He says: and as a reminder, from Allah, of His greatness and His power, and as an indication of His oneness (waḥdāniyya), لِكُلِّ عَبْدٍ مُنِيبٍ ("for every servant who turns to Allah"). He says: for every servant who returned to belief in Allah and to acting in obedience to Him.
And in the spirit of what we have said about this, the interpreters (ahl al-taʾwīl) have spoken.
* Mention of who said that:
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His words تَبْصِرَةً ("as an insight"): a mercy from Allah that gives the servants insight, وَذِكْرَى لِكُلِّ عَبْدٍ مُنِيبٍ ("and as a reminder for every servant who turns to Allah"), that is: with his heart toward Allah.
Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning His words تَبْصِرَةً وَذِكْرَى ("as an insight and a reminder"), he said: an insight from Allah.
Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us; and al-Ḥārith related to me, saying: al-Ḥasan related to us, saying: Warqāʾ related to us — both — on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning His words تَبْصِرَةً ("as an insight"), he said: an insight.
Ibn Ḥumayd related to us, saying: Mihrān related to us, on the authority of Sufyān, on the authority of Jābir, on the authority of ʿAṭāʾ and Mujāhid: لِكُلِّ عَبْدٍ مُنِيبٍ ("for every servant who turns to Allah"), they both said: one who responds.
