And [finally] he called to his Lord that these were a criminal people.

The explanation of His statement, exalted is He: فَدَعَا رَبَّهُ أَنَّ هَؤُلاءِ قَوْمٌ مُجْرِمُونَ (Then he called upon his Lord: these people are a criminal folk) (22)
He, exalted is His remembrance, says: then Mūsā called upon his Lord, when they declared him a liar and did not believe in him, and did not hand over to him the servants of Allah, and wished to kill him, with the words that these — He means Firʿawn and his people — were قَوْمٌ مُجْرِمُونَ (a criminal folk). He means: that they were polytheists who ascribed partners to Allah and were unbelieving (kāfir).
