And it is Allah who is [the only] deity in the heaven, and on the earth [the only] deity. And He is the Wise, the Knowing.

And His word: And He it is who in the heaven is God and on the earth is God, the Exalted — praised be His mention — says: and Allah, to whom divinity belongs, is worshipped in the heaven, and on the earth He is worshipped just as He is worshipped in the heaven; nothing besides Him deserves worship. The Exalted — praised be His mention — says: so devote worship exclusively to Him who possesses this attribute, and ascribe nothing else to Him as a partner.
And in accordance with what we have said concerning this, the scholars of interpretation spoke.

Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning His word: And He it is who in the heaven is God and on the earth is God, he said: He is worshipped in the heaven and He is worshipped on the earth.
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His word: And He it is who in the heaven is God and on the earth is God, that is to say: He is worshipped in the heaven and on the earth.
And His word: And He is the All-Wise, the All-Knowing, He says: and He is the All-Wise (al-Ḥakīm) in the governance of His creation and in making them subservient to what He wills, the All-Knowing (al-ʿAlīm) concerning their interests.
