His command is only when He intends a thing that He says to it, "Be," and it is.

The statement concerning the interpretation of His word, the Exalted: إِنَّمَا أَمْرُهُ إِذَا أَرَادَ شَيْئًا أَنْ يَقُولَ لَهُ كُنْ فَيَكُونُ ("Indeed, when He wills a thing, His command is only that He says to it: 'Be!', and it is." — 36:82).
The Exalted, whose praise is mentioned, says: إِنَّمَا أَمْرُهُ إِذَا أَرَادَ شَيْئًا أَنْ يَقُولَ لَهُ كُنْ فَيَكُونُ ("Indeed, when He wills a thing, His command is only that He says to it: 'Be!', and it is."). And Qatāda said concerning that what Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda أَوَلَيْسَ الَّذِي خَلَقَ السَّمَاوَاتِ وَالأَرْضَ بِقَادِرٍ عَلَى أَنْ يَخْلُقَ مِثْلَهُمْ بَلَى وَهُوَ الْخَلاقُ الْعَلِيمُ ("Is not He who created the heavens and the earth able to create their like? Yes indeed, and He is the Creator, the All-Knowing." — 36:81), he said: this is like His command. When He wills a thing, He says to it: "Be!", and it is. He said: there is nothing in the language of the Arabs lighter than that, nor easier; and such is the command of Allah.
