Indeed, We have sent you with the truth as a bringer of good tidings and a warner. And there was no nation but that there had passed within it a warner.

The explanation of the words of the Exalted: إِنَّا أَرْسَلْنَاكَ بِالْحَقِّ بَشِيرًا وَنَذِيرًا وَإِنْ مِنْ أُمَّةٍ إِلا خَلا فِيهَا نَذِيرٌ (Verily, We have sent you with the Truth as a bearer of glad tidings and as a warner; and there is no community but a warner has passed away in it) (24).
The Exalted, whose praise is sublime, says to His prophet Muḥammad — may Allah bless him and grant him peace —: Verily, We have sent you, O Muḥammad, with the Truth, and that is faith in Allah and the laws of the religion which He has imposed upon His servants; as a bearer of glad tidings, He says: as a bearer of the glad tidings of Paradise to whoever believes in you and accepts from you what you have brought from Allah of counsel; and as a warner, who warns the people: whoever denies you and casts off from himself what you have brought from Allah of counsel. And there is no community but a warner has passed away in it, He says: and there is no community among the communities that adheres to a creed but that there has passed away in it, before you, a warner who warned them of Our might because of their disbelief in Allah.
As Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda and there is no community but a warner has passed away in it: every community had a messenger.
