Tafseer of Sheba · Saba · 34:39

( Say: Indeed, my Lord extends provision for whom He wills of His servants ) — the Exalted, whose mention is exalted, says: Say, O Muḥammad: indeed, my Lord extends provision (rizq) for whom He wills of His creatures, and makes it ample for him, whether as an honoring of him or without honoring; and He restricts it for whom of them He wills, and makes it scant and meager, whether as a humiliation for him or without humiliation, but rather as a trial and a test. ( And whatever you spend, He replaces it ) — He says: and whatever you spend, O people, of expenditure in obedience to Allah, indeed Allah replaces it for you.
And in accordance with what we have said concerning this, the exegetes (ahl al-taʾwīl) also spoke.
* Mention of who said that:
Ibn Bashshār related to us, saying: Yaḥyā related to us, saying: Sufyān related to us, on the authority of al-Minhāl ibn ʿAmr, on the authority of Saʿīd ibn Jubayr: ( And whatever you spend, He replaces it ) — he said: that which was neither wasted nor too scant.
And His word ( And He is the best of Providers ) — He says: and He is better than all who are said to provide and are described therewith; and that is because even one below Him may be described therewith, so that one says: so-and-so provides for his family and his household.
