His statement: وَدَاعِيًا إِلَى اللَّهِ ("and as one who calls to Allah"). He says: and as one who calls to the affirmation of the Oneness of Allah (tawḥīd), to ascribing divinity exclusively to Him, and to the sincere devotion of obedience to His Face alone, to the exclusion of everything else besides Him among gods and idols.

As Bishr related to us, he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda: وَدَاعِيًا إِلَى اللَّهِ ("and as one who calls to Allah"), that is to say: to the testimony that there is no god but Allah.

And His statement: بِإِذْنِهِ ("by His permission"). He says: by His command to you to do so.

وَسِرَاجًا مُنِيرًا ("and as an illuminating lamp"). He says: and as a light for His creatures, by which they illuminate themselves through the light that you have brought them from Allah — His servants. مُنِيرًا ("illuminating"). He says: a light that gives illumination to whoever illuminates himself by its shining and acts according to what He has commanded him. He thereby means only: that He thereby guides whoever of his community follows him.
