O you who have believed, do not consume usury, doubled and multiplied, but fear Allah that you may be successful.

The explanation of the saying of the Exalted: (3:129) (And to Allah belongs whatever is in the heavens and whatever is on the earth; He forgives whom He wills and punishes whom He wills, and Allah is Forgiving, Merciful.)

Abū Jaʿfar said: By this He means—exalted is His mention—you, O Muḥammad (the Prophet ﷺ), have no authority whatsoever in the matter. To Allah belongs all that is between the farthest reaches of the heavens and the earth, from the place where the sun rises to where it sets, apart from you and apart from them. He judges among them as He wills, and pronounces over them the verdict that pleases Him. He turns in forgiveness toward whichever of His creatures He wills—namely those who have disobeyed His command and His prohibition—and then forgives him. And He punishes whichever of them He wills for his crime and takes vengeance upon him. He is the Forgiving (al-Ghafūr), who covers the sins of those of His creatures whose sins He chooses to cover, out of favor toward them through remission and pardon; and the Merciful (al-Raḥīm) toward them, in that He refrains from their punishment in this life, despite the grave offenses they commit. As:

7822 — Ibn Ḥumayd related to us, saying: Salama related to us, on the authority of Ibn Isḥāq: "وَاللَّهُ غَفُورٌ رَحِيمٌ" (And Allah is Forgiving, Merciful), that is to say: He forgives the sins and shows mercy to the servants, despite that which is within them.
