And He said: وَٱلَّذِينَ ءَامَنُوا۟ (And those who believe) means: those who held Allāh and His Messenger to be truthful in that with which he came from Allāh, وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ (and do righteous deeds) says: and acted in accordance with what Allāh enjoined upon them, so that they obeyed Him therein, and refrained from that which He forbade them, لَنُبَوِّئَنَّهُم مِّنَ ٱلْجَنَّةِ غُرَفًا (We shall surely lodge them in the Paradise (janna) in lofty chambers) says: We shall surely make them dwell in the Paradise (janna) in elevated rooms.

The reciters differed over the reading of this. Most of the reciters of Medina and Basra, and some of the Kufans, read it: la-nubawwiʾannahum (We shall surely lodge them) with the bāʾ, while most of the reciters of Kufa read it with the thāʾ: la-nuthwiyannahum (We shall surely make them dwell).

The correct position regarding this, in my view, is that these are two well-known readings among the reciters of the regions; with each of them learned reciters have recited, and they are close to one another in meaning. With whichever of the two the reciter recites, he has attained what is correct. That is because His statement la-nubawwiʾannahum is derived from "bawwaʾtuhu manzilan" (I assigned him a dwelling-place), that is: I caused him to settle down; and likewise "la-nuthwiyannahum," which is derived only from "athwaytuhu maskanan" (I caused him to inhabit a dwelling), when I cause him to settle in a dwelling-place, from "al-thawāʾ," which is the abode.

And His statement: تَجْرِى مِن تَحْتِهَا ٱلْأَنْهَـٰرُ (beneath which the rivers flow) says: beneath its trees the rivers flow. خَـٰلِدِينَ فِيهَا (abiding therein eternally) says: dwelling therein without end. (Excellent is the reward of the workers) says: excellent is the reward of those who act in obedience to Allāh: these chambers in which Allāh causes them to dwell, in His gardens, beneath which the rivers flow.
