The explanation of the saying of the Exalted: فَأَمَّا مَنْ تَابَ وَآمَنَ وَعَمِلَ صَالِحًا فَعَسَى أَنْ يَكُونَ مِنَ الْمُفْلِحِينَ (67) ("But as for the one who repents and believes and does righteous deeds, it may be that he will be among the successful") (28:67).
The Exalted, exalted is His mention, says: فَأَمَّا مَنْ تَابَ ("But as for the one who repents") — from among the polytheists (al-mushrikīn) — and thus turned in repentance and returned to the truth, and ascribed divinity (al-ulūhiyya) purely to Allah, and devoted worship exclusively to Him, and associated nothing as a partner in His worship; وَآمَنَ ("and believes") says: and affirmed the truth of His Prophet Muḥammad ﷺ; وَعَمِلَ صَالِحًا ("and does righteous deeds") says: and acted according to what Allah commanded him to do in His Book and by the tongue of His Messenger ﷺ; فَعَسَى أَنْ يَكُونَ مِنَ الْمُفْلِحِينَ ("it may be that he will be among the successful") says: he then is among the successful who attain their desire with Allah, abiding eternally in His gardens. And "it may be" (ʿasā) from the side of Allah is a definite assurance.
