Tabari

Tafseer of The Stories · Al-Qasas · 28:63

Those upon whom the word will have come into effect will say, "Our Lord, these are the ones we led to error. We led them to error just as we were in error. We declare our disassociation [from them] to You. They did not used to worship us."

قَالَ الَّذِينَ حَقَّ عَلَيْهِمُ الْقَوْلُ ("Those against whom the word has been realized say") means: those for whom Allah's wrath and curse has become obligatory said — and they are the devils (shayāṭīn) who led the children of Adam astray: رَبَّنَا هَؤُلاءِ الَّذِينَ أَغْوَيْنَا أَغْوَيْنَاهُمْ كَمَا غَوَيْنَا ("Our Lord, these whom we led astray, we led them astray just as we ourselves went astray.")

And in accordance with what we have said about this, the people of interpretation (ahl al-taʾwīl) spoke.

    * Mention of who said that:

Al-Qāsim related to us, saying: al-Ḥusayn related to us, saying: Abū Sufyān related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning His statement: هَؤُلاءِ الَّذِينَ أَغْوَيْنَا أَغْوَيْنَاهُمْ كَمَا غَوَيْنَا ("These whom we led astray, we led them astray just as we ourselves went astray.") He said: they are the devils (shayāṭīn).

And His statement: تَبَرَّأْنَا إِلَيْكَ ("We declare ourselves before You free of them") means: we declare ourselves before You free of their guardianship and their support. مَا كَانُوا إِيَّانَا يَعْبُدُونَ ("It was not us that they worshipped") means: they did not worship us.
