And His word: بِلِسَانٍ عَرَبِيٍّ مُبِينٍ — He says: so that you may warn your people in a clear Arabic tongue which makes plain to whoever hears it that it is Arabic. In the tongue of the Arabs it was sent down. The bāʾ in His word بِلِسَانٍ belongs to His word نَـزَلَ.
Allah, exalted be His praise, mentions in this context that He has sent down this Qurʾān in a clear Arabic tongue, as a notification to the polytheists of Quraysh that He sent it down thus, so that they would not say: "it has been sent down in a tongue other than ours, and therefore we turn away from it and do not listen to it, for we do not understand it." This is a rebuke of them, for Allah, exalted be His praise, said: وَمَا يَأْتِيهِمْ مِنْ ذِكْرٍ مِنَ الرَّحْمَنِ مُحْدَثٍ إِلا كَانُوا عَنْهُ مُعْرِضِينَ ("And there comes to them no new reminder from the Most Merciful but that they turn away from it"). Then He said: they did not turn away from it because they do not understand its meanings — on the contrary, they do understand them, for it is a revelation from the Lord of the worlds, sent down by the Trustworthy Spirit in their Arabic tongue; but they turned away from it out of denial and arrogance — فَقَدْ كَذَّبُوا فَسَيَأْتِيهِمْ أَنْبَاءُ مَا كَانُوا بِهِ يَسْتَهْزِئُونَ ("They have indeed denied, and the tidings of what they used to mock will come to them") — just as the tidings of what they denied came upon the communities whose story we have told in this sūrah, when they denied their messengers.
