And if We had willed, We could have sent into every city a warner.

Allah — exalted be His praise — says: And had We willed, O Muḥammad, We would have sent into every city and every village a warner (nadhīr) who would warn them against Our punishment for their disbelief toward Us; then a great portion of the burdens with which We have charged you would have fallen away from you, and a tremendous load would thereby have been lifted from you. But We have charged you with the burden of warning all the villages together — so that, through your patience therein if you are patient, you may earn the honor that Allah is preparing for you with Him, and the lofty ranks that await with Him. So do not obey the disbelievers (kāfirūn) in that to which they call you — namely the worship of their gods — lest We make you taste the double punishment in life and the double punishment at death. Rather, strive against them by means of this Qurʾān with a tremendously great jihād (jihādan kabīran), until they yield to the acknowledgment of what it contains of the obligations of Allah, and are guided by it, and submit themselves wholly to it, willingly and by compulsion.
In accordance with what we have said concerning His word وَجَاهِدْهُمْ بِهِ the exegetes spoke.
