And We have certainly distributed it among them that they might be reminded, but most of the people refuse except disbelief.

Allah — exalted be His praise — says: And We distributed this water, which We sent down from the sky as purifying water to revive thereby the dead land, among Our servants, so that they might remember Our benefactions toward them and be grateful for Our favors and gentleness toward them. فَأَبَى أَكْثَرُ النَّاسِ إِلا كُفُورًا — He says: But with nothing other than the denial of Our benefactions toward them and the rejection of Our favors to them.
In accordance with what we have said concerning this, the exegetes spoke.

Ibn ʿAbd al-Aʿlā related to us, saying: Muʿtamir ibn Sulaymān related to us, from his father, who said: I heard al-Ḥasan ibn Muslim relating to Ṭāwus, from Saʿīd ibn Jubayr, from Ibn ʿAbbās, who said: "There is no year with more rain than another year, but Allah distributes it among His creatures." He then recited وَلَقَدْ صَرَّفْنَاهُ بَيْنَهُمْ.
Yaʿqūb related to me, saying: Ibn ʿUlayya related to us, from Sulaymān al-Taymī, who said: al-Ḥasan ibn Muslim related to us, from Saʿīd ibn Jubayr, who said: Ibn ʿAbbās said: "There is no year with more rain than another year, but He distributes it over the lands." Then he recited وَلَقَدْ صَرَّفْنَاهُ بَيْنَهُمْ لِيَذَّكَّرُوا.
Al-Qāsim related to us, saying: al-Ḥusayn related to us, saying: Ḥajjāj related to me, from Ibn Jurayj, from Mujāhid, concerning His word وَلَقَدْ صَرَّفْنَاهُ بَيْنَهُمْ — he said: "The rain He causes to fall upon one land and not upon another." ʿIkrima said: "We distributed it among them so that they might remember."
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said concerning His word وَلَقَدْ صَرَّفْنَاهُ بَيْنَهُمْ لِيَذَّكَّرُوا — he said: "The rain: once here, then again elsewhere."
Saʿīd ibn al-Rabīʿ al-Rāzī related to us, saying: Sufyān ibn ʿUyayna related to us, from Yazīd ibn Abī Ziyād, that he heard Abū Juḥayfa saying: I heard ʿAbd Allāh ibn Masʿūd saying: "There is no year with more rain than another year, but He distributes it." Then ʿAbd Allāh said: وَلَقَدْ صَرَّفْنَاهُ بَيْنَهُمْ.
As for His word فَأَبَى أَكْثَرُ النَّاسِ إِلا كُفُورًا: al-Qāsim related to us, saying: al-Ḥusayn related to us, saying: Ḥajjāj related to me, from Ibn Jurayj, from ʿIkrima — concerning فَأَبَى أَكْثَرُ النَّاسِ إِلا كُفُورًا — he said: "Their words concerning the star-constellations (al-anwāʾ)."
