Then We fulfilled for them the promise, and We saved them and whom We willed and destroyed the transgressors.

He, exalted is His mention, says: Then We confirmed Our messengers — those who were denied by their peoples and from whom signs were demanded — and We gave them what they requested in the way of signs. Yet those peoples persisted in denying the messengers and clung obstinately to their denial of their prophethood, even after the messengers had brought them the signs of their Lord. Thus We carried out against them what We had promised them of destruction, on account of their persistence in unbelief toward their Lord after the requested sign had come. This is similar to His word, exalted is His praise: فَمَنْ يَكْفُرْ بَعْدُ مِنْكُمْ فَإِنِّي أُعَذِّبُهُ عَذَابًا لا أُعَذِّبُهُ أَحَدًا مِنَ الْعَالَمِينَ ("Whoever among you disbelieves thereafter, him I shall punish with a punishment with which I shall punish no one in all the worlds"), and to His word: وَلا تَمَسُّوهَا بِسُوءٍ فَيَأْخُذَكُمْ عَذَابٌ قَرِيبٌ ("Do not touch her with harm, lest a near punishment seize you"), and similar promises that were made to the peoples upon the coming of the signs. His word فَأَنْجَيْنَاهُمْ — He, exalted is His mention, says: We saved the messengers when their peoples persisted in denial after the signs, وَمَنْ نَشَاءُ — these are their followers who acknowledged them as truthful and believed in them. His word وَأَهْلَكْنَا الْمُسْرِفِينَ — He, exalted is His mention, says: We destroyed those who were excessive against themselves through their unbelief toward their Lord.
As Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning وَأَهْلَكْنَا الْمُسْرِفِينَ: the excessive ones are the polytheists (mushrikīn).
