And warn them, [O Muhammad], of the Day of Regret, when the matter will be concluded; and [yet], they are in [a state of] heedlessness, and they do not believe.

Allah, exalted be His praise, says to His prophet Muḥammad ﷺ: Warn, O Muḥammad, these polytheists concerning Allah about the day of their regret and remorse over what they neglected on Allah's side — while their places in the Garden are handed over to the people of faith in Allah and obedience to Him, and they themselves are led into the places of the believers in the Fire. Both groups will then have the certainty of eternal abode and a life without death thereafter — oh, what regret and remorse that will be.
And in accordance with what we have said about this, the scholars of tafsīr also spoke.

Muḥammad ibn Bashshār related to us, saying: ʿAbd al-Raḥmān ibn Mahdī related to us, saying: Sufyān related to us, on the authority of Salama ibn Kuhayl, who said: Abū al-Zaʿrāʾ related to us, on the authority of ʿAbdullāh, in a report that he mentioned, he said: "There is no soul but that it looks upon an abode in the Garden and an abode in the Fire — that is the Day of Regret. The people of the Fire see the abode that Allah had prepared for them had they believed, and it is said to them: 'Had you believed and done good works, this which you see in the Garden would have been yours.' Then regret overcomes them. And the people of the Garden see the abode in the Fire, and it is said: 'Were it not that Allah has shown you mercy....'"
Abū al-Sāʾib related to us, saying: Muʿāwiya related to us, on the authority of al-Aʿmash, on the authority of Abū Ṣāliḥ, on the authority of Abū Saʿīd, who said: The Messenger of Allah ﷺ said: "On the Day of Resurrection, Death is brought and placed between the Garden and the Fire like a speckled ram. Then it is called out: 'O people of the Garden, do you know this?' They stretch out their necks and look, and they say: 'Yes, this is Death.' Then it is called out: 'O people of the Fire, do you know this?' They stretch out their necks and look, and they say: 'Yes, this is Death.' Then the command is given and it is slaughtered. Then it is called out: 'O people of the Garden, eternal abode and no more death. O people of the Fire, eternal abode and no more death.'" He said: Then the Messenger of Allah ﷺ recited وَأَنْذِرْهُمْ يَوْمَ الْحَسْرَةِ إِذْ قُضِيَ الأَمْرُ وَهُمْ فِي غَفْلَةٍ وَهُمْ لا يُؤْمِنُونَ (And warn them of the Day of Regret, when the matter is decided, while they are in heedlessness and do not believe), and he pointed with his hand toward the world.
ʿUbayd ibn Asbāṭ ibn Muḥammad related to me, saying: My father related to us, on the authority of al-Aʿmash, on the authority of Abū Ṣāliḥ, on the authority of Abū Hurayra, on the authority of the Prophet ﷺ, concerning this verse وَأَنْذِرْهُمْ يَوْمَ الْحَسْرَةِ , he said: "It is called out: 'O people of the Garden!', and they stretch out their necks and look. Then it is called out: 'O people of the Fire!', and they stretch out their necks and look. Then it is said: 'Do you recognize Death?' He said: They say: 'No.' He said: Then Death is brought in the form of a speckled ram, and it is said: 'This is Death.' Then it is taken and slaughtered. He said: Then it is called out: 'O people of the Fire, eternal abode and no more death. O people of the Garden, eternal abode and no more death.'" Then he recited وَأَنْذِرْهُمْ يَوْمَ الْحَسْرَةِ إِذْ قُضِيَ الأَمْرُ .
Al-Qāsim related to us, saying: Al-Ḥusayn related to us, saying: Ḥajjāj related to me, on the authority of Ibn Jurayj, who said: Ibn ʿAbbās said concerning His word وَأَنْذِرْهُمْ يَوْمَ الْحَسْرَةِ : "Allah forms Death in the shape of a speckled ram and slaughters it. The people of the Fire give up all hope of death and no longer expect it, and regret overcomes them because of the eternal abode in the Fire. Therein too is the Greatest Terror. The people of the Garden had expected death, but they no longer fear it, and they are made secure from death — that is the Greatest Terror — for they abide eternally in the Garden." Ibn Jurayj said: "The people of the Fire are gathered together at the moment that Death is slaughtered, while the two groups look on. That is what Allah means by إِذْ قُضِيَ الأَمْرُ (when the matter is decided): the slaughtering of Death. وَهُمْ فِي غَفْلَةٍ (while they are in heedlessness)."
Al-Qāsim related to us, saying: Al-Ḥusayn related to us, saying: Ḥajjāj related to me, on the authority of Ibn Jurayj, on the authority of his father, who informed him that he heard ʿUbayd ibn ʿUmayr say in his sermons: "Death is brought as an animal, and then it is slaughtered while the people look on."
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said concerning His word وَأَنْذِرْهُمْ يَوْمَ الْحَسْرَةِ : "The Day of Resurrection." And he recited: أَنْ تَقُولَ نَفْسٌ يَا حَسْرَتَا عَلَى مَا فَرَّطْتُ فِي جَنْبِ اللَّهِ (lest a soul should say: 'O, what regret over what I neglected on Allah's side.')
ʿAlī related to me, saying: ʿAbdullāh related to us, saying: Muʿāwiya related to me, on the authority of ʿAlī, on the authority of Ibn ʿAbbās, concerning His word وَأَنْذِرْهُمْ يَوْمَ الْحَسْرَةِ : he said: "This is one of the names of the Day of Resurrection; Allah has magnified it and warned His servants against it."
His word إِذْ قُضِيَ الأَمْرُ (when the matter is decided) — He says: when the judgment has been finally pronounced for the people of the Fire — eternal abode therein — and for the people of the Garden — eternal abode therein — by the slaughtering of Death.
His word وَهُمْ فِي غَفْلَةٍ (while they are in heedlessness) — He says: while these polytheists are in heedlessness about what Allah will do with them on the day they come before Him from their graves, namely that He will make them abide eternally in Hell (jahannam) and assign their places in the Garden to others. وَهُمْ لا يُؤْمِنُونَ (while they do not believe) — Allah, exalted be His praise, says: and they do not believe in the Resurrection and the Raising, nor in Allah's requital for their evil deeds with what He has announced that He will requite them.
