Say, "If there were upon the earth angels walking securely, We would have sent down to them from the heaven an angel [as a] messenger."

Allah, exalted be His remembrance, says to His Prophet: Say, O Muḥammad, to those who have refused to believe in you and to accept you in that which you have brought them from Me — because they deemed it inconceivable that Allah would send a messenger from among mankind: Were there, O people, upon the earth angels walking about peacefully, then We would have sent down from heaven an angel as a messenger to them — for angels are beheld only by those who resemble them: other angels, and those children of Adam to whom Allah has permitted to see them; for the rest it is not possible to behold them. How then could messengers be sent from among the angels to people who cannot behold them while they are in the forms in which Allah created them? To people there is sent only a messenger who is from among themselves; likewise: if there were upon the earth angels walking about peacefully and We then sent a messenger to them, We would send one from among their own ranks — an angel like them.
