And give full measure when you measure, and weigh with an even balance. That is the best [way] and best in result.

Allah the Exalted says: وَأَوْفُوا الْكَيْلَ to the people إِذَا كِلْتُمْ — give them their rights in full when you measure for them, and do not wrong them — وَزِنُوا بِالْقِسْطَاسِ الْمُسْتَقِيمِ — He says: And He has likewise decreed that when you weigh for them, you also weigh with the straight balance, that is, the just one without any crookedness, fraud, or deception.
The commentators differed concerning the meaning of al-qisṭās. Some said: it is the balance scale (al-qabbān).
Those who said this are the following:
Muḥammad ibn Bashshār related to us — he said: Ṣafwān ibn ʿĪsā related to us, he said: al-Ḥasan ibn Dhakwān related to us, on the authority of al-Ḥasan — وَزِنُوا بِالْقِسْطَاسِ الْمُسْتَقِيمِ : "The qabbān."
Others said: it is "justice" in the Roman (Byzantine) language.
Those who said this are the following:
ʿAlī ibn Sahl related to us — he said: Ḥajjāj related to us, on the authority of Ibn Jurayj, on the authority of Mujāhid: "Al-qisṭās: justice in the Roman language."
Still others said: it is the balance, large or small; there are two pronunciations: al-qisṭās with kasra of the qāf, and al-qusṭās with ḍamma of the qāf, like al-qirṭās and al-qurṭās. With kasra most of the reciters (qurrāʾ) of Kufa recite; with ḍamma most of the reciters of Medina and Baṣra recite; and some Kufan reciters also recite thus. Whichever reading a reciter chooses, he has the correct reading, for they are two well-known pronunciations and two readings current among the reciters of the cities.
As for His word ذَلِكَ خَيْرٌ — that is to say: your giving the measure in full, O people, to those for whom you measure, and your weighing justly for those to whom you give what is requested, is خَيْرٌ لَكُمْ than wronging them therein and doing them injustice therein. His word وَأَحْسَنُ تَأْوِيلًا — that is to say: with a better outcome for you and more fitting as your final result therein, for Allah, blessed and exalted is He, will thereby be pleased with you and grant you a goodly reward for it.
Thus the commentators said as well what we have said.
Those who said this are the following:
Bishr related to us — he said: Yazīd related to us, he said: Saʿīd related to us, on the authority of Qatāda — concerning His word وَأَوْفُوا الْكَيْلَ إِذَا كِلْتُمْ وَزِنُوا بِالْقِسْطَاسِ الْمُسْتَقِيمِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا : "That is to say: better in reward and outcome."
And it was related to us that Ibn ʿAbbās used to say: "O community of the mawālī, you have charge over two matters by which the people before you were destroyed: this measure and this balance." And it was mentioned that the Prophet ﷺ used to say: "No man is capable of something forbidden and refrains from it solely out of fear of Allah, but that Allah gives him in the near worldly life, before the Hereafter, something better than it in its place."
Muḥammad ibn ʿAbd al-Aʿlā related to us — he said: Muḥammad ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda — وَأَحْسَنُ تَأْوِيلًا : "Outcome and reward."
