Tabari

Tafseer of The Bee · An-Nahl · 16:65

And Allah has sent down rain from the sky and given life thereby to the earth after its lifelessness. Indeed in that is a sign for a people who listen.

Allah, exalted is His mention, says — while drawing the attention of His creatures to His proofs against them concerning His oneness (tawḥīd), and that divinity belongs exclusively to Him and that worship is not fitting for anything other than Him: O people, your Lord who deserves worship above all أَنـزلَ مِنَ السَّمَاءِ مَاءً (has sent down water from the sky) — that is to say: rain. He says: and with that water which We sent down from the sky He gave life to the dead earth, which had no vegetation, no grass, and no plant بَعْدَ مَوْتِهَا (after its death) — after it was dead and there was nothing in it. (Truly, in that is a sign) — Allah, exalted is His mention, says: Truly, in Our giving life to the earth after its death by the water which We sent down from the sky is a clear proof and a decisive argument, sufficient for whoever reflects upon it. لِقَوْمٍ يَسْمَعُونَ (for a people who listen) — that is to say: for a people who hear these words and reflect upon them and understand them, and obey Allah in that to which it has directed them.
