And We have not revealed to you the Book, [O Muhammad], except for you to make clear to them that wherein they have differed and as guidance and mercy for a people who believe.

Allah, exalted is His mention, says to His Prophet Muḥammad ﷺ: And We have not sent down to you Our Book, nor sent you as a messenger to Our creation, except that you may make clear to them that wherein they differed concerning the religion of Allah — so that you make known to them the correct opinion therein, and distinguish the true from the false, and establish against them the proof of Allah with the truth, with which We have sent you.
And His word وَهُدًى وَرَحْمَةٌ لِقَوْمٍ يُؤْمِنُونَ (And as guidance and mercy for a people who believe) — that is to say: and as guidance — a clarification out of error, by which the Book is meant — and as mercy for a people who believe in it, affirming what it contains of the command and the prohibition of Allah, and acting in accordance with it. And the word "guidance" (hudā) is grammatically connected to the position of "that you may make clear" (li-tubayyina), for its position is in the accusative. And the true meaning of the whole is: And We have not sent down to you the Book except as a clarification for the people concerning that wherein they differed — as guidance and mercy.
