And We made the highest part [of the city] its lowest and rained upon them stones of hard clay.

The Exalted says: We turned their land upside down and made a rain of stones fall upon them — of baked clay mud.
As Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, on the authority of ʿIkrima — concerning وَأَمْطَرْنَا عَلَيْهِمْ حِجَارَةً مِنْ سِجِّيلٍ — that is to say: of clay.
