To Pharaoh and his establishment, but they followed the command of Pharaoh, and the command of Pharaoh was not [at all] discerning.

إِلَى فِرْعَوْنَ وَمَلَئِهِ — that is to say: to the nobles of his army and his followers, فَاتَّبَعُوا أَمْرَ فِرْعَوْنَ — that is to say: Firʿawn and his nobles (malāʾ) denied Mūsā, and rejected the oneness of Allah, and refused to accept what Mūsā had brought them from the side of Allah, and the nobles of Firʿawn followed the command of Firʿawn instead of the command of Allah, and obeyed him in denying Mūsā and in rejecting what he had brought them from the side of Allah. Allah, the Exalted, whose remembrance is glorified, says: وَمَا أَمْرُ فِرْعَوْنَ بِرَشِيدٍ — that is to say: the command of Firʿawn does not guide the one who follows it, in denying Mūsā, toward what is good, and it does not lead him toward what is beneficial, but it conducts him to the fire of hell (jahannam).
