And to Thamud [We sent] their brother Salih. He said, "O my people, worship Allah; you have no deity other than Him. He has produced you from the earth and settled you in it, so ask forgiveness of Him and then repent to Him. Indeed, my Lord is near and responsive."

The explanation of the words of Allah the Exalted: وَإِلَى ثَمُودَ أَخَاهُمْ صَالِحًا قَالَ يَا قَوْمِ اعْبُدُوا اللَّهَ مَا لَكُمْ مِنْ إِلَهٍ غَيْرُهُ هُوَ أَنْشَأَكُمْ مِنَ الأَرْضِ وَاسْتَعْمَرَكُمْ فِيهَا فَاسْتَغْفِرُوهُ ثُمَّ تُوبُوا إِلَيْهِ إِنَّ رَبِّي قَرِيبٌ مُجِيبٌ (61) (And to Thamūd We sent their brother Ṣāliḥ. He said: O my people, worship Allah — you have no other god than Him. He created you from the earth and settled you therein. So ask Him for forgiveness, then turn to Him in repentance. Truly, my Lord is near, responsive.)
Abū Jaʿfar said: Allah the Exalted says here: We sent to Thamūd their brother Ṣāliḥ, and he said to them: O my people, worship Allah alone, without any partner, and devote worship to Him purely to the exclusion of all else. For you have no other god than Him who deserves your worship, and divinity belongs to none other than Him. هُوَ أَنْشَأَكُمْ مِنَ الأَرْضِ — that is to say: He it is who began your creation from the earth.
He said this because Allah created Ādam from the earth, so that the words apply to them, since they are descended from him.
وَاسْتَعْمَرَكُمْ فِيهَا — that is to say: He made you inhabitants (ʿummār) therein; the meaning is: He let you dwell therein for the duration of your lives.
This is derived from the saying: "aʿmara fulānun fulānan dārah" (so-and-so gave so-and-so his house for use for the duration of the latter's life) — a so-called ʿumrā.
In the direction of what we have said about this, the exegetes also spoke.
18283. Muḥammad ibn ʿAmr related to me, saying: Abū ʿĀṣim related to us, saying: ʿĪsā related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning the word of Allah: وَاسْتَعْمَرَكُمْ فِيهَا — he said: He settled you therein as inhabitants.
18284. Al-Muthanná related to me, saying: Abū Ḥudhayfa related to us, saying: Shibl related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid: وَاسْتَعْمَرَكُمْ فِيهَا — that is to say: He settled you as inhabitants.
فَاسْتَغْفِرُوهُ — that is to say: perform deeds that are a cause for Allah's concealing your sins for you, and that is belief in Him, the pure devotion of worship to Him alone to the exclusion of all else, and the following of His messenger Ṣāliḥ. ثُمَّ تُوبُوا إِلَيْهِ — that is to say: abandon the deeds that displease your Lord, and turn to that which pleases Him and which He loves. إِنَّ رَبِّي قَرِيبٌ مُجِيبٌ — that is to say: my Lord is near to whoever devotes worship purely to Him and implores Him for repentance, and He responds to him when he calls upon Him.
