Indeed, those upon whom the word of your Lord has come into effect will not believe,

The explanation of the meaning of the words of Allah the Exalted: إِنَّ الَّذِينَ حَقَّتْ عَلَيْهِمْ كَلِمَةُ رَبِّكَ لا يُؤْمِنُونَ (96)
Abū Jaʿfar says: Allah the Exalted says here: Indeed, those upon whom, O Muḥammad, the word of your Lord has become inevitable — that is to say: His curse upon them, by His words: أَلا لَعْنَةُ اللَّهِ عَلَى الظَّالِمِينَ (Behold: the curse of Allah rests upon the wrongdoers) [Sūrah Hūd: 18] — and that word has fixed itself upon them, they will not believe.

It is said concerning this: "ḥaqqa ʿalā fulān kadhā yaḥiqqu ʿalayhi" — when something has fixed itself upon someone and has become obligatory for him.
