Even if every sign should come to them, until they see the painful punishment.

And His word: وَلَوْ جَاءَتْهُمْ كُلُّ آيَةٍ (lā yuʾminūna wa-law jāʾathum kullu āya) — "they do not believe, even if every sign were to come to them" — means: they do not believe the proofs of Allah, they do not acknowledge the oneness of their Lord, nor do they acknowledge that you are the Messenger of Allah. وَلَوْ جَاءَتْهُمْ كُلُّ آيَةٍ — every admonition and every example, even were they to see them with their own eyes — until they behold the painful punishment (ʿadhāb) with their own eyes. Just as Pharaoh and his retinue did not believe, when the word of your Lord was fulfilled against them, until they beheld the painful punishment with their own eyes. At that moment he said: "I believe that there is no god except the One in whom the Children of Israel believe" [Surah Yūnus: 90] — at the moment when his statement no longer availed him. So too are those of your people — the worshippers of idols and others — against whom the word of your Lord has been fulfilled: they will not believe in you and follow you, except at the moment at which their faith (īmān) no longer avails them.

17895 — Al-Muthanná related to me, he said: Abū Ḥudhayfa related to us, he said: Shibil related to us, on the authority of Ibn Abī Najīḥ, on the authority of Mujāhid, concerning His word: إِنَّ الَّذِينَ حَقَّتْ عَلَيْهِمْ كَلِمَةُ رَبِّكَ لَا يُؤْمِنُونَ — he said: "Against them the wrath of Allah (ghaḍab Allāh) has been fulfilled because of their disobedience to Him."
17896 — Muḥammad ibn ʿAbd al-Aʿlā related to us, he said: Muḥammad ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning إِنَّ الَّذِينَ حَقَّتْ عَلَيْهِمْ كَلِمَةُ رَبِّكَ لَا يُؤْمِنُونَ: "Against them the wrath of Allah has been fulfilled because of their disobedience to Him."
