Then We sent after him messengers to their peoples, and they came to them with clear proofs. But they were not to believe in that which they had denied before. Thus We seal over the hearts of the transgressors

The explanation of the words of Allah, the Exalted: ثُمَّ بَعَثْنَا مِنْ بَعْدِهِ رُسُلا إِلَى قَوْمِهِمْ فَجَاءُوهُمْ بِالْبَيِّنَاتِ فَمَا كَانُوا لِيُؤْمِنُوا بِمَا كَذَّبُوا بِهِ مِنْ قَبْلُ كَذَلِكَ نَطْبَعُ عَلَى قُلُوبِ الْمُعْتَدِينَ (74)
(Then We sent after him messengers to their peoples. They came to them with the clear proofs, but they were not able to believe in what they had denied before. Thus do We set a seal upon the hearts of the transgressors.)
Abū Jaʿfar says: Allah, whose mention is exalted, says: Then We sent after Noah messengers to their peoples, and they came to them with clear proofs — arguments and indications of their truthfulness, and that they were messengers of Allah, and that what they called them to was the truth. فَمَا كَانُوا لِيُؤْمِنُوا بِمَا كَذَّبُوا بِهِ مِنْ قَبْلُ — that is to say: they were not able to believe in what their messengers had brought them, in that which the people of Noah and those before them among the past peoples had denied. كَذَلِكَ نَطْبَعُ عَلَى قُلُوبِ الْمُعْتَدِينَ — Allah, whose mention is exalted, says: Just as We set a seal upon the hearts of those people and thereby closed off those hearts, so that they did not accept the counsels of the prophets of Allah and did not respond to their call to their Lord — because of the sins they had committed and the transgressions they had piled up (27) — so do We set a seal upon the hearts of whoever has transgressed against his Lord and overstepped the command of His oneness, and who has gone against what their messengers had called them to of His obedience (28) — as a punishment for their disobedience to their Lord, for these who came after them.
