Who created and proportioned

And His word: الَّذِي خَلَقَ فَسَوَّى ("Who created and then proportioned"). He says: The One who created the things and perfected their creation and made them balanced. And the perfecting (al-taswiya) is the bringing into balance (al-taʿdīl).
