[He] who will [enter and] burn in the greatest Fire,

His statement: الَّذِي يَصْلَى النَّارَ الْكُبْرَى ("who will enter the greatest Fire"). He says: he who will enter the fire of Hell (jahannam), and that is the greatest Fire. And by "the greatest" He means the intensity of the heat and the pain.
