And they, to what they were doing against the believers, were witnesses.

And His statement: وَهُمْ عَلَى مَا يَفْعَلُونَ بِالْمُؤْمِنِينَ شُهُودٌ ("and they were witnesses to what they did to the believers"). That means: present.
And in accordance with what we have said about that, the interpreters (ahl al-taʾwīl) have spoken.
* Mention of who said that:
Bishr told us, he said: Yazīd told us, he said: Saʿīd told us, on the authority of Qatāda: وَهُمْ عَلَى مَا يَفْعَلُونَ بِالْمُؤْمِنِينَ شُهُودٌ ("and they were witnesses to what they did to the believers") — by it He means the unbelievers (kuffār).
