It is [their destination recorded in] a register inscribed.

He said: it is كِتَابٌ مَرْقُومٌ ("an inscribed book") (83:9). And by "inscribed" (marqūm) is meant: that which is written down.
And in accordance with what we have said about this, the exegetes spoke.

Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda, concerning كِتَابٌ مَرْقُومٌ ("an inscribed book"), he said: a written book.
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning وَمَا أَدْرَاكَ مَا سِجِّينٌ * كِتَابٌ مَرْقُومٌ ("And what will make you know what Sijjīn is? An inscribed book"), he said: for them it is recorded with evil.
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said, concerning His statement: كِتَابٌ مَرْقُومٌ ("an inscribed book"), he said: marqūm means: that which is written down.
