His statement: اذْهَبْ إِلَى فِرْعَوْنَ إِنَّهُ طَغَى ("Go to Pharaoh, for he has become tyrannical"). He — exalted is His mention — says: his Lord called out to Mūsā: that he should go to Pharaoh. The particle "an" ("that") has been omitted, since the calling out is a statement, as though it were said to Mūsā: his Lord said: go to Pharaoh. And His statement: إِنَّهُ طَغَى ("for he has become tyrannical") means: he has become rebellious and has overstepped the bounds in enmity and arrogance toward his Lord.
