Except the observers of prayer -

His statement: "Except the praying ones * who are constant in their prayer" (70:22-23) — he says: except those who obey Allah by fulfilling the prayer (ṣalāh) that He has imposed upon them, and who are steadfast in fulfilling it and neglect nothing of it. For these do not belong to the group of those who were created impatient, and who along with that also disbelieve in their Lord and do not pray to Allah.
And it has been said: by his statement "except the praying ones" are meant the believers who were with the Messenger of Allah ﷺ. And it has been said: by this is meant everyone who performs the five prayers.
