To the disbelievers; of it there is no preventer.

Al-Ḍaḥḥāk says concerning His word bi-ʿadhābin wāqiʿin * li-l-kāfirīn (with a punishment that will befall * for the unbelievers): he says: befalling the unbelievers. And the lām in His word li-l-kāfirīn (for the unbelievers) belongs grammatically to "wāqiʿ" (befalling).
