Indeed, he did not used to believe in Allah, the Most Great,

And His statement: ( إِنَّهُ كَانَ لا يُؤْمِنُ بِاللَّهِ الْعَظِيمِ ) ("Verily, he did not believe in Allah, the Magnificent"). He says: do this to him as a recompense for his disbelief (kufr) in Allah in the worldly life; verily, he did not believe in the oneness of Allah, the Magnificent.
