Tafseer of The Ranks · As-Saff · 61:5
And [mention, O Muhammad], when Moses said to his people, "O my people, why do you harm me while you certainly know that I am the messenger of Allah to you?" And when they deviated, Allah caused their hearts to deviate. And Allah does not guide the defiantly disobedient people.

Allah, exalted is His mention, says to His Prophet Muḥammad, may Allah's blessing and peace be upon him: and remember, O Muḥammad, إِذْ قَالَ مُوسَى ("when Mūsā said") — the son of ʿImrān — لِقَوْمِهِ يَا قَوْمِ لِمَ تُؤْذُونَنِي وَقَدْ تَعْلَمُونَ ("to his people: O my people, why do you harm me, while you truly know") — in truth — أَنِّي رَسُولُ اللَّهِ إِلَيْكُمْ ("that I am the Messenger of Allah to you").
And His saying: فَلَمَّا زَاغُوا أَزَاغَ اللَّهُ قُلُوبَهُمْ ("So when they deviated, Allah caused their hearts to deviate") means: when they went astray and deviated from the right path, Allah caused their hearts to deviate. He says: Allah inclined their hearts away from it.
Yaʿqūb ibn Ibrāhīm related to me, he said: Hushaym related to us, he said: al-ʿAwwām informed us, he said: Abū Ghālib related to us, on the authority of Abū Umāma, concerning His saying: فَلَمَّا زَاغُوا أَزَاغَ اللَّهُ قُلُوبَهُمْ , he said: they are the Khārijites. وَاللَّهُ لا يَهْدِي الْقَوْمَ الْفَاسِقِينَ ("and Allah does not guide the wicked people") means: and Allah does not guide to the attainment of the truth the people who have preferred unbelief (kufr) over faith (īmān).
