Tafseer of The Ranks · As-Saff · 61:1

بِسْمِ ٱللَّهِ ٱلرَّحْمَٰنِ ٱلرَّحِيمِ سَبَّحَ لِلَّهِ مَا فِى ٱلسَّمَٰوَٰتِ وَمَا فِى ٱلْأَرْضِ ۖ وَهُوَ ٱلْعَزِيزُ ٱلْحَكِيمُ

Whatever is in the heavens and whatever is on the earth exalts Allah, and He is the Exalted in Might, the Wise.

    He, exalted be His praise, says: سَبَّحَ لِلَّهِ مَا فِي السَّمَاوَاتِ ("All that is in the heavens glorifies Allah") — the seven heavens — وَمَا فِي الأرْضِ ("and what is on the earth") of the creation, while they are submissive to Him, acknowledging Him as God and as Lord. وَهُوَ الْعَزِيزُ ("and He is the Almighty") in His retribution against whoever among them disobeyed Him, became an unbeliever in Him, and opposed His command. الْحَكِيمُ ("the All-Wise") in His ordaining over them.

    يقول جلّ ثناؤه: ( سَبَّحَ لِلَّهِ مَا فِي السَّمَاوَاتِ ) السبع ( وَمَا فِي الأرْضِ ) من الخلق، مُذعنين له بالألوهة والربوبية ( وَهُوَ الْعَزِيزُ ) في نقمته ممن عصاه منهم، فكفر به، وخالف أمره ( الْحَكِيمُ ) في تدبيره إياهم.
