In a seat of honor near a Sovereign, Perfect in Ability.

And His saying فِي مَقْعَدِ صِدْقٍ "in a seat of truthfulness" — He says: in an assembly of truth in which there is no idle talk and no sin. عِنْدَ مَلِيكٍ مُقْتَدِرٍ "with an Omnipotent King" — He says: with a Possessor of sovereignty who is powerful over what He wills, and that is Allah, the Possessor of mighty power, blessed and exalted is He.
