And covered them by that which He covered.

And His statement فَغَشَّاهَا مَا غَشَّى ("so that there covered it what covered it"). The Exalted, whose praise is exalted, says: Allah covered the overturned city with piled-up, marked stones with which He covered it, and caused them to rain down upon it of baked clay-stone (sijjīl).
And in accordance with what we have said concerning this, the people of interpretation (ahl al-taʾwīl) have spoken.

Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda فَغَشَّاهَا مَا غَشَّى ("so that there covered it what covered it"): He covered it with piled-up rock.
Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda فَغَشَّاهَا مَا غَشَّى ("so that there covered it what covered it"): he said: the stones.
Yūnus related to me, saying: Ibn Wahb informed us, saying: Ibn Zayd said concerning His statement فَغَشَّاهَا مَا غَشَّى ("so that there covered it what covered it"): he said: the stones with which He pelted them from the sky.
