Did they suggest it to them? Rather, they [themselves] are a transgressing people.

His statement Have they enjoined this upon one another? Nay, they are a rebellious people — the Exalted, whose remembrance is exalted, says: have these deniers from among the Quraysh, concerning Muḥammad ﷺ and the message of truth with which he came to them, enjoined upon one another — their predecessors and their bygone forefathers who passed away before them — the denial of Muḥammad ﷺ, and did they accept that from them?
And in accordance with what we have said concerning this, the exegetes have spoken.
* Mention of who said that:
Ibn ʿAbd al-Aʿlā related to us, saying: Ibn Thawr related to us, on the authority of Maʿmar, on the authority of Qatāda Have they enjoined this upon one another? Nay, they are a rebellious people, he said: the first of them enjoined denial upon the last of them.
Bishr related to us, saying: Yazīd related to us, saying: Saʿīd related to us, on the authority of Qatāda, concerning His statement Have they enjoined this upon one another?: that is, the former had enjoined denial upon the latter.
His statement Nay, they are a rebellious people — the Exalted, whose remembrance is exalted, says: these polytheists (mushrikīn) did not enjoin that upon the last of them, but rather they are a people who transgress the limits, rebellious against the command of their Lord, who do not obey His command and do not desist from that which He has forbidden them.
